Parking Scheme Questions & Answers

Can one house have more than 3 resident permits?
Residents permits are for vehicles registered to a property, the number is not capped, but they are only available for vehicles registered to the property address.
Visitors permits a maximum of 3 permits can be applied for, the maximum number is not affected by the number of residents permits that may be allocated to a property.
Special Event if a resident is having a party/special event during the times the scheme is in operation (Monday-Saturday, 8am -6pm) they should contact Parking Services in advance of the event and they will try to accommodate the request.


How long does a visitor have to collect a permit?

Following conversations within the division, the decision has been taken to allow a 10 minute grace periodfor anyone parked in a permit holder area. This brings the grace period in line with the changes made for limited wait bays by the Government in April. Please note that whereas before it was a 5 minute observation period, it is now a 10 minute grace period. This means that the civil enforcement officers do not have to stand next to the vehicle for the entire time; they will log the vehicle in, come back 10 minutes later and be able to issue a penalty charge notice. The 10 minute grace period in permit holder areas is citywide.


If residents suspect a vehicle does not belong to a resident, who they can ring to either check or report it? 
Non Resident Parking.  If a resident thinks that someone is parked without a permit in a residents only area they can contact Parking Enforcement on 024 7683 4367 and provide details of where the vehicle is parked. The Civil Enforcement Officers (CEOs) have hand held devices that will allow them to check vehicle registrations and see if a permit is allocated, if they are on site they can issue Penalty Charge Notices (PCNs) if a valid permit is required and the vehicle does not have one.


I have a company car that is not registered to my house, what should I do?
With company cars, particularly if they are changed on a regular basis, we would recommend using one of the visitor permits. If this will cause particular issues, they can contact Parking Services.
 
For how long can a car be on a visitor permit?
A car can be a permanent visitor for 3 years
 
I have a permit for Cheylesmore East, does this mean that I can park in Cheylesmore West?
No, the parking schemes in Cheylesmore East & West are independent. Your permit only entitles you to park in your area.

 

If a visitor has a ‘blue badge’ does the householder still need to register them as a visitor?
As long as the visitor displays the blue badge, they can park without having to register for a visitor permit.
 
What happens with respect to the van of workmen at a property?
Civil Enforcement Officers would not issue Penalty Charge Notices to liveried vehicles (e.g. British Gas, British Telecom and Severn Trent) or other contractor vehicles that have been given dispensation to park there.
 
What happens when a tradesman, in an unmarked van, is working at a residents' house?
With regards to the tradesman in an unmarked van, then they would have to obey any restrictions that are in place. One option is that a resident can assign a visitor permit to the tradesman whilst they are at their property. In addition, there are a number of shared use bays, or the tradesman can apply for a dispensation waiver. This is the same procedure as it they were working in the City Centre, which is a restricted parking zone, or any of the other resident parking zones within Coventry.
 
How often will the streets be patrolled to check on illegally parked vehicles?
Regularity of street patrols will vary upon the availability of civil enforcement officers.  In addition this will vary dependant on a number of factors, for example, number of people parking in contravention, complaints about specific areas. It also depends on whether it is necessary classed as a single patrol or dual patrol area. In addition to this we have mobile moped units tht can patrol the area. It is likely that zones will be patrolled multiple times per week. 

In addition, if residents share concerns about vehicles, they can ring us and we can check if vehicles are registered to park in the zone. If cars are parked illegally the officers can be deployed
 
I’ve registered our vehicles over the phone because I don’t want to use my card on the Internet. Will I be able to update the visitors’ passes on-line?
If you register by phone, you can request login details to use the online portal.

 

Can more roads be added to the scheme?
If any streets wish to be added to the parking scheme, then they can sign a petition requesting this. Previously, a 60% positive response was required for a road to be included in a parking scheme. This positive response rate is relative to the total number of properties in a road. 

If any such petitions are received, we will certainly consider them as part of the review. However, we cannot guarantee that they will be added to the scheme, and adding streets into a scheme is not a quick process – it can take as long as 12 months.
